Having attended Merchant Taylors' School in Great Crosby, Sir Maxwell qualified as a solicitor at the age of 21.
Initially starting practice as a partner in Gee, French and Entwistle in 1934, he set up his own practice, in his own name, at 6 Water Street, Liverpool.
During this time, the firm also incorporated the old established Wirral practice of Woolcott & Co.
As leader of the City Council, Sir Maxwell was instrumental in assisting business development and played a leading role in approving development plans for the city centre.
